National Local Content Strategy (2018-2022)

Purpose of the Strategy

The National Local Content Strategy (2018-2022) was developed to enhance local participation in Zambia’s economy by promoting local businesses, industries, and workforce development. It focuses on reducing dependence on imports, increasing local value addition, and ensuring Zambians benefit from national economic activities.

Key Objectives
  1. Promoting Local Procurement
    • Increase the use of locally produced goods and services in key sectors.
    • Strengthen supply chains for agriculture, mining, manufacturing, and energy.
  2. Boosting Local Manufacturing and Value Addition
    • Encourage processing of raw materials within Zambia.
    • Support local entrepreneurs and SMEs in industrial production.
  3. Enhancing Skills Development and Employment
    • Prioritize Zambian workforce participation in key industries.
    • Strengthen technical training and capacity building.
  4. Supporting SMEs and Cooperatives
    • Provide financial and technical support for small businesses.
    • Increase SME participation in government contracts and procurement.
  5. Encouraging Private Sector Investment in Local Content
    • Develop incentives for companies that use local inputs.
    • Promote joint ventures and partnerships between local and foreign firms.
