Zambia’s National Civil Aviation Strategy 2022–2026 outlines a bold roadmap to transform the country into a regional aviation hub. Developed under the Ministry of Transport and Logistics, with support from the EU and key stakeholders, the strategy aligns with Zambia’s 8th National Development Plan and aims to unlock the aviation sector’s full potential for economic growth, tourism, trade, and connectivity.

The strategy is built around six core objectives:
- Promote Safety & Security – Align with international standards and enhance aviation oversight.
- Create a Competitive Environment – Foster fair competition, reduce costs, and attract investment.
- Increase Passenger & Cargo Traffic – Improve connectivity, infrastructure, and service delivery.
- Improve Operational Effectiveness & Efficiency – Streamline regulations, embrace digitalization, and modernize systems.
- Enhance Capacity in the Aviation Sector – Invest in human capital, training, and infrastructure.
- Promote Transparent Stakeholder Collaboration – Strengthen coordination and information sharing across the sector.

- Zambia has 4 international airports and over 150 aerodromes.
- Passenger traffic grew steadily pre-COVID, with signs of recovery in 2022.
- The strategy targets a 70% ICAO safety compliance rate by 2026.
- Emphasis on transforming Kenneth Kaunda International Airport into a SADC aviation hub.
- Plans to modernize training institutions like ZASTI and promote inclusive, green aviation development.
