Overview

This strategy sets the direction for Zambia’s aviation sector for 2022–2026, aligned to the 8th National Development Plan and the 2019 National Transport Policy. It assesses the sector’s context, highlighting Zambia’s central geography, tourism and trade potential, modernized airport infrastructure, and the need to improve connectivity, affordability and competitiveness. The plan defines six strategic objectives: promote safety and security; create a competitive environment; increase passenger and cargo traffic; improve operational effectiveness and efficiency; enhance sector capacity; and strengthen transparent stakeholder collaboration. Specific initiatives include attaining at least 70% ICAO USOAP Effective Implementation, certifying international aerodromes, implementing air navigation and environmental plans, incentivizing traffic growth, improving transit facilitation, reviewing the legal framework, accelerating digitalization, and upgrading technologies. Capacity building focuses on transforming ZASTI into a national aviation training academy, addressing core competencies, and mainstreaming inclusivity, environment, gender and staff wellness. Implementation relies on multi-sectoral coordination, resource mobilization from domestic and partner sources, and an M&E mechanism with annual and mid-term reviews.
