Overview
This policy establishes the Government of Zambia’s framework for safeguarding children in all settings where the Ministry of Community Development and Social Services (MCDSS) and its associates operate. It sets out key principles such as do no harm, non-discrimination, best interests of the child, zero tolerance for abuse, confidentiality, partnerships, and child participation, grounded in the Children’s Code Act No. 12 of 2022 and international conventions. The document details prevention measures including systematic risk assessment and mitigation, safe recruitment and vetting, mandatory adherence to a child-focused Code of Conduct, induction and periodic training, and safe program design. It provides comprehensive communication and social media guidelines to protect children’s privacy and dignity, especially regarding images, case studies, and online engagement. Clear reporting and response procedures require all stakeholders to report suspected abuse within 24 hours to designated focal points or the police, emphasizing child-sensitive handling, confidentiality, and cooperation with authorities. The policy also mandates monitoring, record-keeping, periodic review, and audits to ensure effectiveness and compliance. Annexes include a detailed Code of Conduct, a staff commitment form, national reporting guidelines (Recognize, Report, Respond), an incident referral form, a resource mapping checklist, and a child safeguarding risk assessment tool with examples for implementation.
