Overview

The National ICT Policy 2023 aligns Zambia’s digital transformation with Vision 2030, aiming for an integrated ICT ecosystem for the digital economy. It reviews sector progress and gaps, highlighting infrastructure expansion, rising digital financial services, and persistent challenges such as unequal access, limited skills, cybersecurity risks, and fragmented innovation support. The policy defines six objectives: increasing access and usage of ICT products and services; enhancing human development and ICT skills; ensuring information security and data privacy; promoting ICT research, innovation and entrepreneurship; scaling e-services across public and private sectors; and strengthening the policy, legal and institutional framework. An implementation framework assigns roles to ministries, regulators and partners, and references key laws including the ICT Act, Cyber Security and Cyber Crimes Act, Data Protection Act, and e-Government Act. Resource mobilization spans the national budget, private sector, PPPs, and development partners, with a monitoring and evaluation framework to track delivery.
