Overview

The National Migration Policy provides Zambia’s comprehensive approach to governing migration, emphasizing safe, orderly, and regular mobility that supports development while safeguarding national security. It presents a situation analysis of mixed migration flows, irregular migration, porous borders, labour market challenges, forced displacement, internal migration, and health considerations. The policy articulates a vision of well‑managed migration for sustainable national development and is guided by principles of human rights, coherence with domestic and international law, inclusivity, national security, evidence-based decision-making, cultural identity, and accountability. Ten objectives are detailed, with measures covering legal and policy harmonization, labour market information systems, portability of social security and qualifications, trade and tourism facilitation, integrated border management, alternatives to detention, combatting trafficking and smuggling, addressing statelessness, preparedness for forced displacement, internal migration management, migrant health access, and strengthened migration data. An implementation framework assigns lead coordination to the Ministry of Home Affairs and Internal Security, with defined roles for multiple ministries and stakeholders. The policy references an extensive legal framework, outlines resource mobilization options, and sets monitoring and evaluation modalities with annual reviews and mid-/end‑term evaluations.
