Overview
This plan operationalizes Zambia’s National Migration Policy through a coordinated, multi-sectoral framework. It details measures, activities, indicators, annual targets, estimated costs, and responsible institutions across nine core objectives that address migration governance, labour migration, skills recognition, cross-border trade and tourism, border management, safe and regular migration, responses to forced displacement, internal migration management, and migrants’ access to health services. The plan emphasizes harmonization of laws, establishment of inter-ministerial coordination mechanisms, development of labour market and qualifications systems, facilitation of trade and tourism, integrated border management and security, alternatives to detention, protection and reintegration of vulnerable migrants, and health service delivery at ports of entry. It provides costed actions totaling approximately K297,135,000 and specifies annual targets over five years. Monitoring and evaluation will be led by the Ministry of Home Affairs and Internal Security in collaboration with key stakeholders, with annual performance reviews and mid-term and end-term evaluations.
