This policy outlines Zambia’s strategy to develop a smart, sustainable, diversified, and growth‑centred mining sector. It addresses gaps from the 2013 policy and targets increased geological mapping and exploration, improved licensing efficiency and transparency, and reorganisation and formalisation of the artisanal and small-scale mining subsector. The policy emphasizes environmental management, health and safety, climate resilience, and stronger monitoring and enforcement. Key objectives include enhancing Zambian ownership and participation in the value chain, promoting value addition, developing a consultative and competitive mining tax regime, and fostering corporate social responsibility. It also prioritizes research and development, skills development, and mainstreaming gender, HIV/AIDS, disability, and other vulnerable groups. An implementation framework defines institutional roles—led by the Ministry of Mines and Minerals Development—with proposed regulatory strengthening, inter-agency coordination, legal references, resource mobilisation, and monitoring and evaluation, all aligned with regional and global frameworks such as the Africa Mining Vision and the SDGs.
