Overview
This Government plan operationalizes the revised National Policy on Honours and Awards. It presents the vision of an inclusive and transparent honours system that promotes innovation and excellence, guided by principles of fairness, transparency, meritocracy, inclusiveness, objectivity, and a whole-of-society approach. The plan sets four objectives: (1) strengthen management of honours and awards, including consultations on legislation, updated guidelines, communications and awareness, and procurement of medals; (2) increase sector performance by promoting sectoral and private-sector awards and establishing selection criteria; (3) reinforce coordination through national, provincial, district and sub‑district structures and regular stakeholder meetings; and (4) improve information management, research, monitoring and evaluation via an online nomination platform, data cleaning, research studies, benchmarking, grievance redress, and evaluations. Activities are costed and scheduled annually from 2024 to 2028, with responsible institutions identified across government and partners. The total estimated budget is ZMW 67,258,713. The plan also promotes diaspora inclusion and local supply of non‑monetary awards.
