Overview

The National Sport Policy sets a vision of a united, physically active nation of champions and updates Zambia’s approach to sport development. It addresses gaps from earlier policies, emphasizing inclusiveness for women, girls, persons with disabilities and older persons; development of sports infrastructure and safe community spaces; and the integration of quality Physical Education and Sport across the education system. The policy also promotes commercialization of sport, sport tourism, occupational health and safety, and social security for sportspersons. It defines objectives and measures across twelve areas, including mass participation, high performance systems and centres, incentives and awards, coach education and accreditation, research and data systems, and integrity measures such as anti‑doping and safeguarding. A detailed implementation framework assigns responsibilities to the Ministry of Youth, Sport and Arts and collaborating ministries, councils, sports bodies, the private sector and the media. Legal references include the Sports Council of Zambia Act, the Zambia Professional Boxing and Wrestling Control Board Act, the Persons with Disability Act, the Education Act and the Anti‑Gender Based Violence Act. Monitoring and evaluation will be linked to National Development Plan indicators, with periodic surveys and a national implementation plan guiding delivery.
