Overview
The National Trade Policy (NTP) of Zambia provides a comprehensive framework to support industrialisation and economic diversification in line with Vision 2030. It establishes guiding principles such as inclusiveness, competitiveness, market diversification, consumer protection, realism, and policy predictability. The policy details objectives and measures across key areas: tariff reform to support domestic value addition; non-tariff measures and trade defence mechanisms; trade in goods and services; and engagement in multilateral, regional, bilateral, and unilateral trade arrangements. It also emphasizes export promotion, commercial diplomacy, business reforms, local empowerment and procurement, e‑commerce, trade facilitation, competition and consumer welfare, and intellectual property rights. Cross-cutting priorities include ICT, gender inclusiveness, research and development, human capital development, environmental protection and climate change, HIV/AIDS, and disability inclusion. An implementation framework identifies lead and collaborating institutions, resource mobilization, and monitoring and evaluation, with a ten-year implementation plan (2018–2028) and a mid-term review after five years.
