Appointed on 2 October 2025, the Technical Committee consulted citizens nationwide and reviewed comparative practice to recommend electoral and governance reforms. Core proposals include introducing a mixed-member proportional representation system for Parliament and councils, increasing and locking the number of constituencies in the Constitution following transparent delimitation, and reserving seats for women, youths, and persons with disabilities. The report recommends maintaining by‑elections, refining nomination rules so elections proceed despite resignations or disqualifications, and allowing party replacement only in cases of death within set timelines. It further proposes extending timelines and clarifying that courts must hear and determine election petitions (21 days for presidential petitions and 30 days for parliamentary appeals). On tenure and offices, it harmonises terms, deems MPs to have served a full five‑year term despite early dissolution, maintains presidential two‑term limits, and provides for appointing Ministers and Provincial Ministers from outside Parliament subject to ratification. The Attorney‑General and Solicitor‑General would remain in office until successors assume duty, and qualifications for Secretary to the Cabinet are revised. Definitions are harmonised to set youth at 18–34, child below 18 (including the unborn), and adult at 18+. The annexed Amendment Bill implements these changes, including the new electoral architecture, composition of the National Assembly, nomination procedures, petition timelines, and adjusted qualifications.
