Overview
The National Gender Policy 2023 sets Zambia’s vision for achieving gender equity and equality, aligned with the Constitution, national development plans, and international instruments such as CEDAW, the Beijing Platform for Action, and the SADC Protocol on Gender and Development. It presents a situation analysis highlighting persistent gaps in land ownership, agriculture, entrepreneurship, mining, energy, infrastructure, ICT, education, health, WASH, social protection, employment, governance, and the prevalence of GBV and child marriage. The policy defines 11 objectives with detailed measures, focusing on eliminating GBV, expanding equitable access to economic resources, reducing poverty among vulnerable groups, increasing women’s participation in employment, governance, science and technology, and improving access to education, health, clean water and sanitation. It also addresses cross-cutting issues including disability inclusion, HIV/AIDS, and climate change. An implementation framework assigns roles to the Gender Division at Cabinet Office, a high-level Steering Committee, and sector ministries, with legal alignment actions and resource mobilization strategies. Monitoring and evaluation will be conducted through the National Gender Monitoring and Evaluation System, with regular reporting, midterm evaluation, and impact assessments.
