Overview
This implementation plan operationalizes Zambia’s Revised National Resettlement Policy for 2024–2028. It aligns with the Eighth National Development Plan and the Kampala Convention, aiming to increase productivity in resettlement schemes, expand equitable access to land, and improve basic services such as health, education, water, sanitation, transport, and ICT. The plan emphasizes coordination across government using a one-government approach, development of local area plans, digital platforms for land allocation and information management (LARIMS), and mechanisms for monitoring and evaluation. Key objectives include promoting value chains and out-grower schemes, affordable finance and market access, inclusive and gender-responsive land allocation, and enhanced extension services. It also addresses displacement from development projects by strengthening resettlement action planning, fair compensation, and provision of permanent dwellings. Cross-cutting priorities cover climate change, environmental and social risk management, disability inclusion, HIV/AIDS, gender, and food and nutrition security. The total estimated resource requirement is ZMW 578,273,000.
