This document sets out the implementation plan for Zambia’s National Policy on Human Trafficking and Smuggling of Migrants. Anchored on four pillars—Prevention, Protection, Prosecution, and Partnerships—it provides objectives, measures, and detailed activities to curb trafficking and migrant smuggling through coordinated, multi-sectoral action. The plan also builds capacity across the justice sector, including training interpreters and prosecutors, developing guidelines and SOPs, and introducing virtual courts. Protection measures focus on constructing and refurbishing safe shelters in provinces, providing basic needs, repatriation and reintegration support, and operationalizing a Human Trafficking Fund. Partnership measures establish and convene national, provincial, and district committees, promote cross-border cooperation, attend regional and international forums, and pursue treaty ratification and MoUs. The plan spans five years with an estimated total budget of ZMW 69.59 million and assigns clear responsibilities across ministries and partners, aligned with international instruments such as the UN Convention against Transnational Organized Crime and the Trafficking in Persons Protocol.
