📌 Purpose

The policy aims to:

  • Increase productivity across all sectors.
  • Enhance national competitiveness.
  • Improve living standards.
  • Serve as a coordinating framework for all productivity-related efforts.

📊 Key Challenges Identified
  1. Declining Labour Productivity: Negative average growth from 2012 to 2018 despite a brief increase in 2018.
  2. Weak Institutional Frameworks: Overlapping roles, low recognition, and poor coordination among key bodies like NPDD and KiZ.
  3. Low Social Security Coverage: Especially in informal and rural sectors, with high gender disparity.
  4. Limited Technology Adoption: Especially in agriculture and manufacturing.
  5. Environmental Pressures: Climate change and over-reliance on hydroelectric power.
  6. Inadequate Skills Development: Mismatch between training and industry needs.
  7. Lack of Productivity Data: Incomplete measurement systems not covering total factor productivity.
  8. Youth Unemployment: Skills gaps and limited entrepreneurial opportunities.
  9. Barriers for Women & Persons with Disabilities: Persistent inequalities and insufficient support systems.

Core Objectives & Measures
  1. Improve Productivity Across Sectors
    • Promote awareness, training, and productivity tools in all industries.
  2. Promote Decent Work
    • Enhance social dialogue, social protection, and inclusion of youth, women, and PWDs.
  3. Strengthen Institutional Coordination
    • Clearly define roles of institutions and enhance stakeholder collaboration.
  4. Enhance Human Capital
    • Emphasize skills training, psychometric testing, and career guidance.
  5. Foster Green & Innovative Production
    • Promote sustainable practices and research on climate-friendly solutions.
  6. Improve Measurement Systems
    • Develop mechanisms for comprehensive, data-driven productivity monitoring.

🧩 Implementation Framework
  • Lead Ministry: Ministry of Labour and Social Security.
  • Collaborators: Various government ministries, private sector, academia, civil society, and cooperating partners.
  • Legal Support: Enactment of a National Productivity Act and alignment with over 15 existing related laws.

💰 Financing
  • Government budgets, contributions from partners, private sector, and donors.

📈 Monitoring & Evaluation
  • A dedicated framework will be developed to assess implementation progress and outcomes.
