Zambia’s National Infrastructure Policy (2023)

Vision: A sustainable, adequate, well-coordinated and maintained public infrastructure for socio-economic transformation of Zambia.

Zambia’s first-ever National Infrastructure Policy (NIP), launched in 2023, sets the strategic direction for coordinated, inclusive, and sustainable infrastructure development across the country. It aims to address the country’s growing infrastructure needs while aligning with Vision 2030, the 8th National Development Plan (8NDP), and regional frameworks like the SADC Regional Infrastructure Development Master Plan.

The policy is built around six key objectives:

  1. Develop adequate infrastructure in social and economic sectors.
  2. Maintain and manage infrastructure sustainably.
  3. Ensure climate-resilient infrastructure development.
  4. Promote quality and sustainable infrastructure.
  5. Encourage innovation, research, and development in infrastructure.
  6. Mainstream cross-cutting issues such as gender, youth, and disability inclusion.

  • Economic Infrastructure: Roads, railways, airports, water transport, ICT, agriculture, and tourism.
  • Social Infrastructure: Housing, education, health, and recreation.
  • Climate Resilience: Emphasis on green, energy-efficient, and disaster-resilient infrastructure.
  • Urban Renewal: Upgrading unplanned settlements and regenerating urban areas.
  • Waste Management: Addressing the lack of landfills and improving recycling and sanitation systems.
🤝 Implementation & Partnerships

The policy promotes a multi-sectoral approach involving:

  • Government ministries and agencies
  • Private sector through Public-Private Partnerships (PPPs)
  • Civil society and local communities
  • Cooperating partners and research institutions

A Council of Ministers chaired by the Vice President will oversee implementation, with the Ministry of Infrastructure, Housing and Urban Development serving as the lead coordinator.
