Overview
The National Resettlement Policy Implementation Plan (2024–2028) is a five-year strategic framework designed to operationalize Zambia’s Revised National Resettlement Policy (2024). It outlines coordinated actions, timelines, budgets, and responsibilities for government agencies and stakeholders working to transform resettlement schemes into well-planned, serviced, and economically viable communities.
Purpose of the Plan
This plan aims to:
- Translate policy objectives into actionable activities and measurable outcomes
- Coordinate resettlement efforts across sectors and institutions
- Improve service delivery and land tenure security in resettlement schemes
- Ensure the rights and livelihoods of settlers and displaced persons are protected
- Attract investment and development support to resettlement areas
Strategic Objectives
- Secure land access and tenure through demarcation, documentation, and issuance of certificates of title
- Develop social and economic infrastructure, including roads, water, health, education, ICT, and energy services
- Promote sustainable livelihoods and food security by empowering settlers with productive assets and technical support
- Strengthen institutional capacity and coordination at national, provincial, and local levels
- Ensure fair and transparent resettlement processes for persons displaced by disasters or development projects
- Mainstream cross-cutting issues, including gender, disability, youth inclusion, climate resilience, and nutrition
Implementation Framework
Led by the Department of Resettlement (DOR) under the Office of the Vice President, the plan will be implemented in collaboration with:
- Government ministries (e.g. Lands, Agriculture, Education, Health, Local Government, Commerce)
- Local authorities and traditional leadership
- Civil society, faith-based organizations, and cooperatives
- Private sector and cooperating partners
Key Activities
- Land allocation, demarcation, and titling in all resettlement schemes
- Infrastructure development (schools, clinics, water points, roads)
- Capacity building for district resettlement offices and community governance structures
- Establishment of the National Resettlement Management Information System (NRMIS)
- Support for youth and women-led economic activities
- Awareness campaigns on resettlement rights and responsibilities
- Implementation of climate-smart agriculture and environmental protection measures
Monitoring & Evaluation
The plan includes a comprehensive M&E Framework that:
- Tracks progress through quarterly, annual, and mid-term reviews
- Assesses performance using measurable indicators
- Enables evidence-based decision-making through digital and field data collection
- Ensures accountability across implementing agencies
Financing
The plan will be financed through:
- National budget allocations
- Constituency Development Fund (CDF)
- Cooperating Partner contributions
- Public-Private Partnerships (PPPs)
- Grant and donor support

- Improved access to secure and titled land in resettlement areas
- Enhanced infrastructure and basic services
- Increased economic productivity and food security
